Since 2015, the City has utilized Doerschel and Associates, LLC for broadcast production support and maintenance services. With the current agreement expiring on June 30, 2025, staff recommends the City Council approve a three-year agreement with Doerschel and Associates, LLC to continue these services in collaboration with Chapman University.

The annual expense for this agreement is $118,260 and will be funded through the Public, Educational, and Government Access Fund and Other Professional & Consulting Services:

6. Discussion and Background
For several years, the City of Orange has utilized two entities to assist with its local broadcast services - Doerschel and Associates, LLC (Doerschel) and Chapman University (Chapman). Where Doerschel provides technical support, maintenance, and equipment installation, Chapman manages local access Channel 6 while staffing a production crew for Brown Act body meetings, community events, and up to five remote meetings per year (e.g., public meetings held at community centers).
With the current agreement expiring on June 30, 2025, staff recommends a three-year agreement with Doerschel ending June 30, 2028. The new agreement offers the same services with additional production support during City Council and Planning Commission meetings.
The proposed agreement will be funded through the City’s General Fund as well as the City’s available Public, Educational, and Government Access Funds.
