6. Discussion and Background
This request to implement “No Overnight Parking” on Barkley Avenue between Batavia and Main Streets was made by an affected business owner. The basis of this request is to better provide on-street parking for local businesses by removing vehicles from the aforementioned street segment that are not associated with any of the businesses on these streets.
According to the proponent, there may be an auto sales business in the area that is using Barkley Avenue to store inventory. These are on the street early in the morning and utilize much of the available on-street parking before many local business employees arrive. This results in hardship for the local businesses, especially when much of the external parking demands are long-term (all day.) Moreover, nearly all of the businesses along Barkley Avenue have a parking lot which is at or close to capacity during the day, requiring customers to rely on parking on-street that is often unavailable. This becomes a point of contention for area businesses when much of the available curbside parking is taken up by businesses from outside the area.
The photograph below illustrates the typically high level of parking demand in the subject
area during the day, which is further exacerbated by the parking intrusion from vehicles being stored on Barkley Avenue overnight.
The proposed overnight parking restrictions are not expected to have a negative impact on local businesses since it would go into effect each day after their closing times. The proponent has requested parking restrictions between 8:00PM and 7:00AM, which is after most businesses in the study area are closed. The start time of the restriction could be adjusted to accommodate any businesses in the area that are open later than 8:00 PM. Street sweeping operations in the study area are Wednesdays from 3:00 to 6:00 AM. The proposed overnight parking restrictions would allow for the replacement of the existing street sweeping signs, which will not add to area sign pollution.
Staff has determined that the request has merit and respectfully recommends that the Traffic Commission approve the proposed overnight parking restriction (8:00PM to 7:00AM) on both sides of Barkley Avenue between Batavia and Main Streets.
