Appropriation of interest and additional revenue generated through the Measure M2 sales tax revenue in the amount of $25,790.72, received through the Senior Mobility Program administered by the Orange County Transportation Authority for the Senior Transportation Program.

4.                     Fiscal Impact

There is no direct fiscal impact to the City. The additional revenue received from the transportation agency and interest received will fund the expense for the Senior Mobility Program.

6.                     Discussion and Background

Measure M2 Funds through the Senior Mobility Program (SMP)

The City entered into an agreement with Orange Elderly Services (OES) to administer the Senior Transportation Program using Measure M2 sales tax revenue funds, which the City receives from Orange County Transportation Authority (OCTA) through the Senior Mobility Program (SMP). Historically, the City budgets between $120,000 and $200,000 in annual Measure M2 revenues and expenditures for this program, based on estimated revenue OCTA provides to City staff. Any additional amount received must be appropriated through City Council action. Additionally, unspent revenue generates interest that the City may use toward the SMP program. All funds are required to be spent within three years of receipt.

To date, for the applicable program years, the City has collected and earned a total of $2,283.00 in SMP interest in excess of budgeted appropriations as noted below:

In addition to the interest collected, the City also received a total of $23,507.72 in SMP revenue in FY 2022-23 beyond the budgeted amount of $159,121. Therefore, a total of $25,790.72 in SMP interest and additional revenue needs to be appropriated to spend the funds within the three-year period.
