b: Provide and maintain infrastructure necessary to ensure the safety of the public.

6.                     Discussion and Background

Original Agreement

Staff previously solicited proposals using a Request for Qualifications/Proposals process for on-call traffic engineering services to augment the City’s professional traffic engineering capabilities and to provide high quality, timely expertise and support where needed. As a result of that process, ten firms were selected by an evaluation committee to the City’s bench of on-call traffic engineering consultants, including KOA Corporation (KOA). As specific needs and tasks are identified, City staff draw from the bench of consultants to provide the additional support requested.

In September 2022, the City executed an agreement with KOA to provide traffic engineering and plan review services to augment City staff on time-sensitive private developments. While City staff provide the day-to-day support to deliver Capital Improvement Program projects, neighborhood traffic services and development review, it can be difficult to anticipate the ebb and flow of large private development projects requiring City review and input in a timely manner. To date, KOA has been providing traffic engineering services for proposed traffic signal and street light design, traffic control and construction phasing.

First Amendment

Since execution in Fall 2022, the original agreement of $29,900 has been depleted as staff has relied upon KOA’s expertise and resources to review certain complex development projects. Staff recommends increasing KOA’s agreement capacity from $29,900 to $90,000 to allow KOA’s traffic engineering staff to continue supporting the City on active projects. Many of the projects that KOA supports are on-going and will take several years to complete design and construction. This extension will allow KOA to continue working on these projects, providing continuity to ensure a timely and thorough review with the context of projects’ historical decisions.

KOA’s on-call services for this agreement are related to private development. As a result, the services provided under this agreement are funded by developer reimbursements and have no direct fiscal impact to the City.

Staff recommends approval of the first amendment to the agreement with KOA.
