2. Summary
At the May 26, 2026, City Council meeting, the City Council discussed resolution and ordinance documents relating to a 1¢ Sales Tax Measure, Transient Occupancy Tax Measure, and The Contract with Orange. The City Council voted to proceed with the Transient Occupancy Tax Measure at the May 26, 2026, City Council meeting while directing staff to bring back Resolution No. 11689 for further review. Then, at the June 3, 2026, Special City Council meeting, the City Council voted to proceed with the 1¢ Sales Tax Measure. The purpose of this item is to review Resolution No. 11689 and consider changing the original “The Contract with Orange” title.

6. Discussion and Background
At the May 12, 2026, City Council meeting, the City Council directed staff to develop The Contract with Orange to reaffirm the City’s commitment to responsible financial stewardship. The Contract with Orange was codified as Resolution No. 11689 (Resolution No. 11689), and includes nine sections that detail spending priorities with existing or new Orange Community-approved revenues, including:
1. Preserve Public Safety
2. Independent Oversight Committee
3. Annual Public Transparency Reports
4. Infrastructure Improvement Guarantee
5. Fiscal Responsibility and Balanced Budgeting
6. Pension and Other Post-Employment Benefits Liability Reduction and Long-Term Sustainability
7. Continued Operational Efficiency
8. Economic Vitality Support
9. Measurable Performance Standards
Resolution No. 11689 builds upon the Fiscal Years 2025-2030 Citywide Strategic Plan (Plan) and adopted Citywide Financial Management Policies. By coalescing the key tenets of both documents into Resolution No. 11689, the City will be adopting one actionable covenant with the Orange Community that reaffirms the City’s commitment to local control, fiscal sustainability, and exceptional service delivery
On May 26, 2026, the City Council discussed Resolution No. 11689 and ultimately voted to continue the item. However, prior to continuing Resolution No. 11689, the City Council considered language denoting the City’s support of vulnerable populations while contemplating changes to The Contract with Orange title.
Staff added draft community support language under Section 8 (highlighted text) and provided below are potential title changes the City Council could consider:

2. Rebuild Orange: Local Control and Accountability
Overall, staff recommend the City Council discuss and provide directions on any changes to Resolution No. 11689.
