6. Discussion and Background
The City of Orange prepared the Sewer Collection System Master Plan update in 2012 as a planning tool to mitigate potential cumulative impacts to the sewer collection system from the City’s 2010 General Plan. The Sewer Master Plan (SMP) identifies projects that replace the aging sewer infrastructure, pipes that are structurally deficient, and pipeline capacity enhancements. In addition to the SMP, the Public Works Engineering Division coordinates with the Public Works Field Services Division to ensure that field observations of the sewer hotspots and localized failures are identified and addressed as part of the Capital Improvement Program. The identified locations are either structurally deficient sewer mains or locations that require a higher than normal level of maintenance for several reasons but generally due to offset joints, tree roots, broken sections, or being undersized.
The Public Works Department will be replacing approximately 5,510 linear feet of existing six-inch sewer pipe with eight-inch pipe and rehabilitating existing brick manholes by installing a liner. Additionally, the scope of work also includes reconnecting all impacted service lateral.
The Public Works Department has prepared plans and specifications to fix these issues and is ready to advertise for bids. The total estimated construction cost, including 15% for contingencies and construction engineering, is $2,534,130. This project will be funded entirely out of the Sanitation Fund. Construction is scheduled to begin in November 2024 and is expected to be completed within 120 calendar days.
Specifications and cost estimates are available for review in the Public Works Department.
7. ENVIRONMENTAL REVIEW

No public review is required.
