6.                     Discussion and Background

Staff received a request from Living Stone Korean Methodist Church for the City to consider the installation of red curb on both sides of their driveway at 295 S. Flower Street to enhance visibility when exiting the church driveway. The church is located near the intersection of S. Flower Street and W. Larkspur Drive. The driveway for the church is on the east side of S. Flower Street, approximately 240 feet south of the intersection.

S. Flower Street, spanning from W. Larkspur Drive to W. Palmyra Avenue, is a two-lane roadway measuring 40 feet in width, with parking permitted on both sides of the street. The land use along this stretch of Flower Street is a mix of single-family residences, multi-family residences, churches, and businesses. Flower Street, along Larkspur Drive and Palmyra Avenue, features a 90 degree bend (elbow) that influences the alignment of the street and the visibility coming out of the driveway when vehicles are parked along the street.

A field review conducted by City staff determined that there is approximately 110 feet of curbside parking available north of the subject driveway, accommodating five parking spaces. Staff recommends installing 10 feet of red curb to the north of the driveway.  South of the driveway, there is approximately 66 feet of curbside parking available, accommodating three parking spaces. Staff recommends installing 25 feet of red curb south of the driveway based on the street geometry and driveway location.  The proposed red curb is expected to result in the loss of one parking space but would enhance site access.  The proposed curb markings are similar to those installed near other driveways along the corridor.
