2.                     Summary

The initial term of the contract was for three years, ending on June 30, 2025. The original contract has two one-year extensions available at the discretion of the City Council. Staff is recommending the first extension of the contract to fiscal year 2026 for an amount not to exceed $378,039.

6.                     Discussion and Background

The City’s Sanitary Sewer Management Plan requires routine cleaning and video inspection of the City’s approximately 312 miles of sewer line to mitigate sewer spills and maintain compliance with State Water Resources Control Board (SWRCB) Order No. 2006-0003-DWQ, Statewide General Waste Discharge Requirements for Sanitary Sewer Systems, and its Monitoring and Reporting Program (MRP) amendment WQ 2013-0058-EXEC. Additionally, data gathered from video inspections is used to identify infrastructure deficiencies and support the planning of Capital Improvement Program (CIP) projects.

In June 2022, Tunnelworks Services, Inc. was awarded a competitively bid contract for sewer line cleaning, video inspection, and emergency response. The contract, Agreement No. 7380, was for an initial three-year term totaling $1,134,117, with provisions for two one-year extensions, each valued at $378,039. The initial term is set to expire on June 30, 2025. This proposed action represents the first of the two optional extensions.

The contract was amended in June 2023 to increase the contract capacity by $29,940 for  increased costs associated with sewer line cleaning and inspection. As amended, the current agreement expires on June 30, 2025, with a total contract capacity of $1,164,057.  This amendment brings the contract to a total not-to-exceed amount of $1,542,096.
