6.                     Discussion and Background

TriTech Software Systems (TriTech) dba Central Square is the current vendor of the Police Department’s Computer Aided Dispatch and Records Management System (CAD/RMS) used for basic operations, including dispatching and 9-1-1 services, data collection, workflow, and real-time reporting.

Due to the systems performance, value of upgrades, and dissatisfaction with the system, staff pursued other options to replace the CAD/RMS system including an all-inclusive enterprise solution to help manage police hardware and software. The proposed project is identified in Capital Improvement Project No. 30196 and was awarded to Axon Enterprise, Inc. in June 2022. Thus far, the department with the Axon conversion team, have implemented the Axon Standards platform, completed drone integration with Axon Air, refreshed body worn cameras, certified Taser 7 training and implementation, upgraded the mobile audio video in-car camera system which includes license plate reader technology, and nearly completed the Records conversion. Completion of the Records and Dispatch conversion will continue in Fiscal Year 2024-2025. In the interim, an agreement with TriTech is needed to continue annual maintenance services for Fiscal Year 2024-2025.

Based on the complexity of the CAD/RMS software system, the department is requesting the continuation of annual software upgrades and maintenance services with TriTech for a total amount of $130,838.84.
