1.                     Subject

title

Authorization for the City of Orange to apply for CalRecycle Grants

body

2.                     Summary

The City Council previously adopted Resolution No. 11190 on October 8, 2019, authorizing staff to apply for CalRecycle grants for Fiscal Years 2019-2020 through 2023-2024. That authorization expired on October 8, 2024. CalRecycle requires a current resolution authorizing the City to submit applications, execute grant agreements, and close out existing grants.

3.                     Recommended Action

recommendation

Adopt Resolution No. 11726. A Resolution of the City Council of the City of Orange authorizing submittal of application(s) for all CalRecycle Grants for which the City of Orange is eligible for Fiscal Year 2026-2027 to Fiscal Year 2030-2031.

end

4.                     Fiscal Impact

This Resolution authorizes staff to pursue Cal Recycle grant funding that supports Senate Bill 1383 requirements.

5.                     Strategic Plan Goals

Goal 2: Enhance Economic Development and Achieve Fiscal Stability.

6.                     Discussion and Background

Under Public Resources Code sections 48000 et seq., CalRecycle administers grant programs that support solid waste reduction, recycling, and reuse. The current Senate Bill 1383 (SB 1383) Local Assistance Grant Program supports the City’s organics recycling and edible food recovery efforts, including:

•                     Education and Outreach: Public education through website updates, social media, news articles, outreach materials, community events, workshops, and public service announcement videos.

•                     Equipment for Compost Use: Purchase of a utility vehicle and compost spreader to improve efficiency and reduce labor costs when applying procured compost at City parks and landscaped areas.

•                     Program Evaluation and Compliance: SB 1383 gap analysis, solid waste franchise agreement support, maintenance of the City’s Implementation Record, and waste characterization analysis to help businesses comply with recycling space requirements under the California Green Building Standards Code.

Grant funding also supplements staff time, estimated at approximately two hours per week.

The proposed Resolution renews the City’s authorization to pursue eligible CalRecycle grants for five years, eliminating the need to seek separate City Council approval for each application. The lapse in authorization came to light during the closeout of an existing SB 1383 Local Assistance Grant, which requires a current resolution. The Resolution designates the Director of Public Works, or designee, to execute grant applications, agreements, and related documents.
