6.                     Discussion and Background

In 2014, the Public Works Department, in cooperation with Information Technology (IT) staff, conducted extensive research and selected Leverage Information Systems to replace the analog radio transmitted surveillance cameras with newer cameras and monitoring software. Since then, additional surveillance cameras have been added to other remote and critical water facilities, including well and reservoir sites, bringing the total number of cameras in the system to 19.  These cameras are used exclusively for surveillance of water utility facilities both for operational issues and ongoing security.

As the existing cameras reached the end of their service life, they have begun experiencing technical issues, including inconsistent transmission signals, reduced battery life, and decline in video quality. Additionally, the cameras are no longer supported by the software vendor, increasing the risk of system reliability and maintenance issues.

At the Public Works Water Division’s request, Leverage Information Systems, Inc. conducted research on available surveillance cameras and software and provided the division with practical and cost-effective options to replace and improve the existing system. As part of this evaluation, Water Division staff met with representatives from two companies, Verkada and Hanwha Wave, to review their respective solutions.

Verkada’s solution was determined to be the best fit based on its enhanced security features, advanced functionality, system reliability, and user-friendly interface. Leverage Information Systems’ proposal includes the installation of 23 surveillance cameras consisting of the replacement of the existing 19 cameras and the addition of four new cameras at Well 20 PFAS Treatment Facility and the new Well 28 sites. The proposed software integration includes implementation of the new Verkada’s Video Surveillance as a Service platform to replace the existing end-of-life Detect VMS. The proposal also includes a 10-year software licensing agreement at Verkada’s current rate, which will help to protect the City from potential annual licensing cost increases.

First-year technical support and maintenance will be provided by Leverage Information Systems, Inc. as part of this contract. Thereafter the City will enter into an annual maintenance service agreement with Leverage Information Systems, Inc. to provide ongoing technical support and maintenance services.

The Public Works Department Water Division has worked with Leverage Information Systems, Inc. since 2015 and has found them to be responsive to our request to resolve technical issues. Their familiarity with the City’s infrastructures and the new Verkada platform will ensure a seamless transition with minimal disruption to the city operations. Therefore, staff recommend that Leverage Information Systems, Inc. be awarded the contract in the amount of $248,919.58.
