2.                     Summary

The proposed Resolution renames the Orange Public Library & History Center as the Mayor Mark and Vikki Murphy Library & History Center in recognition of the extraordinary and lasting contributions of Mayor Mark Murphy and Vikki Murphy to the City of Orange.

3.                     Recommended Action

Adopt Resolution No. 11713. A Resolution of the City Council of the City of Orange renaming the Orange Public Library & History Center as the Mayor Mark and Vikki Murphy Library & History Center.

4.                     Fiscal Impact

Dependent upon City Council approval of the proposed renaming, staff will evaluate the total fiscal impact associated with implementing the change, including facility signage, rebranding, and related outreach. The total cost is currently unknown. Renaming the facility will require replacement of exterior and interior signage, updates to City records, websites, and other official materials. Once the scope of work has been determined, staff will return to the City Council with a request for appropriation and authorization to proceed.

6.                     Discussion and Background

Mayor Mark Murphy and Vikki Murphy have dedicated their lives to serving the City of Orange through public leadership, civic engagement, philanthropy, and volunteerism.

Mayor Murphy served the City for more than three decades, first as a Planning Commissioner and later as a City Councilmember and Mayor. During his tenure, he was instrumental in advancing projects that strengthened the community, preserved Orange's unique character, expanded recreational opportunities, improved public safety, and supported economic vitality. Among the projects he strongly championed was the completion of the Orange Public Library & History Center, recognizing the importance of education, lifelong learning, local history, and community gathering spaces.

Vikki Murphy has similarly dedicated decades of service to Orange through leadership roles in numerous civic, educational, charitable, and business organizations. Her longstanding commitment to volunteerism and community service has positively impacted countless residents and strengthened many of the institutions that serve the City.

Together, Mayor Mark and Vikki Murphy have become synonymous with service to the Orange community. Their combined legacy of leadership, generosity, and civic commitment has helped shape the City for generations.

At the request of Councilmember Tavoularis, the proposed renaming of the Orange Public Library & History Center to the Mayor Mark and Vikki Murphy Library & History Center serves as a permanent recognition of their extraordinary contributions and ensures that future generations will remember their lasting impact on the City of Orange.
