Bids for Traffic Signal Installation and Fiber Optic Communication for Walnut Avenue and Orange Street were received and opened on September 3, 2026. Six bidders responded to the notice inviting bids. Due to a scope change, staff will re-bid the project to include additional features deemed necessary for the implementation of the project.

6.                     Discussion and Background

The City Council previously approved advertisement of bids for Traffic Signal Installation and Fiber Optic Communication for Walnut Avenue and Orange Street on July 14, 2026. Bid solicitation was advertised on August 13, 2026, for a period of three weeks. Bids were opened on September 3, 2026, and six bids were received as follows:

1. Alfaro Communications Construction, Inc.                                                               $542,339.79

2. Select Electric, Inc.                                                                                                                              $559,585.00

3. Elecnor Belco Electric, Inc.                                                                                                         $605,536.00

4. Servitek Electric, Inc.                                                                                                                              $606,456.00

5. DBX, Inc.                                                                                                                                                                        $610,973.00

6. PTM General Engineering Service, Inc.                                                               $690,019.00

The original project comprised the installation of a new traffic signal and associated hardware at the intersection of Walnut Avenue and Orange Street.  The revised project scope will add a raised “pork chop” (triangular) median island at the north leg of the intersection.  This feature is intended to reinforce existing signs and roadway features that prohibit vehicles exiting Chapman University’s Anderson Parking Structure (Anderson) from proceeding straight onto northbound Orange Street.  

Construction of the project is still on track to be completed in Summer 2027, during Chapman University’s summer recess.  Staff recommends rejection of all bids and re-advertisement of this project with the revised scope of work.
