6.                     Discussion and Background

A disabled resident has submitted a request for blue curb parking along the frontage of 1845 E. Grove Avenue.  The 1800 block of E. Grove Avenue is situated between N. Tustin Street and N. Highland Street and primarily consists of residential properties, with the exception of the commercial establishments located at the southwest and southeast corners near Tustin Street. The residential section of the block consists of quadplex properties on both sides of the street, featuring a mix of open parking stalls and attached shared garages in the rear of each unit. Currently, no accessible parking spaces appear to be available for any of the units on the street. 

While the resident may have an assigned parking spot on the rear of the unit, this arrangement may present potential challenges. The resident informed staff that they require the use of a walker for mobility and double-parked vehicles at the rear of the property often restrict the walking path leading to the units. Staff have also observed high demand for on-street parking throughout the day on Grove Avenue and Highland Street.

It should be noted that blue curb is still public parking and may be utilized by anyone with a disabled decal or placard on their vehicle. In the event that the resident no longer requires the blue curb, they are to contact the Public Works Department so that it may be removed. Lastly, a concrete landing is required here and will be installed by the Public Works Department in the landscaping parkway between the curb and the sidewalk.

Based on these considerations, staff recommends that the City Traffic Commission approve the installation of 22 feet of blue curb along the frontage of 1845 E. Grove Avenue.
