On or before December 31 of each year, the legislative body shall approve the Local Appointments List in compliance with Government Code §54972 and direct staff to post a copy of the list on the City’s Website in compliance with Government Code §54973.

1. Confirm Mayor Slater’s recommendation to reappoint the following eligible existing positions: CDBG Program Committee Member Jonathan St. Clair for a two-year term expiring June 30, 2026; and Orange Public Library Board of Trustee Members Peggy Calvert and Kathleen Stevens for three-year terms respectively expiring June 30, 2027.
2. Approve the Local Appointments List and direct the City Clerk to post a copy in compliance with the Maddy Act.
3. Direct the City Clerk to post a Notice of Scheduled Vacancy for the following positions:
a. Design Review Committee due to expiration of Robert Imboden’s final term on June 30, 2024
b. Traffic Commission due to expiration of Larry Dick’s term on June 30, 2024

There is no fiscal impact in the appointment of committee members.

6. Discussion and Background
The California Legislature established Government Code Sections 54970 to 54974, also known as the “Maddy Act,” to inform and promote opportunities for the public to serve on local government boards, commissions, and committees.
The Maddy Act requires that on or before December 31 of each year, the legislative body prepare and post a Local Appointments List of all regular and ongoing boards, commissions, and committees which are appointed by the City Council. The list must contain the following information:
1) all appointive terms which will expire during the next calendar year
2) the name of the incumbent appointee
3) the date of appointment and the date the term expires
4) the necessary qualifications for the position
Pursuant to Government Code §40605, the elected Mayor, with the approval of the City Council, makes all appointments to City boards, commissions, and committees unless otherwise specifically provided by statute.
Below is a list of vacancies scheduled to occur on June 30, 2024. There is also one unscheduled vacancy on the CDBG Program Committee due to the resignation of Brendon Moeller that occurred on February 16, 2024; and one on the Design Review Committee due to the resignation of Carol Fox that occurred on March 7, 2024. In accordance with Government Code §54974, the City Clerk posted the unscheduled vacancy notices on February 20 and March 22, 2024, respectively.

In addition, there are seven vacancies each on the newly created Audit Advisory Committee and Investment Advisory Committee. A Notice of Vacancy was posted on April 10, 2024.
Any other vacancies that occur during 2024 would be unscheduled and a notice would be posted in accordance with Government Code §54974.
Once approved by the City Council, the Local Appointments List will be posted on the City’s website in compliance with State Law. In addition, staff will also post a copy at the Main Library and in the City Clerk’s office. The City Clerk’s Office will update the list as appointments are confirmed.
