As part of the Parking Lot Pavement Rehabilitation (30053) and Resurfacing Bike Trails and Walking Paths (20475) Capital Improvement Projects, an evaluation of City maintained park parking lots, bike trails, and walking path revealed that pavement maintenance and rehabilitation treatment were needed at Serrano, Fred Barrera, and Santiago Hills Parks, and the McPherson Athletic Center parking lots. Additionally, the evaluation concluded that resurfacing was needed along city owned bike trails and walking paths at El Modena Bike Trail, Santiago Creek Bike Trail, and Hart Park walking paths. The evaluation also identified ADA compliance work needed at various specified locations. Staff is recommending that the City Council award a contract to Onyx Paving Company, Inc. to complete the construction of both projects.

6. Discussion and Background
The asphalt parking lot pavement in City parks degrade in various stages over time, requiring a pavement maintenance and rehabilitation (M&R) treatment to protect from further degradation. Some lots require complete removal and replacement of asphalt pavement, some can be ground down and capped with new asphalt, and other lots require slurry coating and new striping. As part of a multi-year parking lot pavement rehabilitation initiative, successful pavement M&R treatments have been completed at the following parking lots: Killefer parking lot in Fiscal Year 2016-17 (FY17), Eisenhower and El Camino parking lots in Fiscal Year 2018-19 (FY19), and Olive and Grijalva parking lots in Fiscal Year 2020-21 (FY21). The parking lot at Shaffer Park was completed in FY19 as part of the Shaffer Park Renovation project and Handy Park was incorporated into the Handy Park Maintenance Renovation project which was completed in Fiscal Year 2021-22 (FY22).
In addition, several areas and sections of City bike trails and adjacent walking paths were identified as needing maintenance and/or repair. In FY21, the Resurfacing Bike Trails and Walking Paths (20475) Capital Improvement Project (CIP) was approved.
In Fiscal Year 2022-23 (FY23), Quality Engineering Solutions, Inc. (QES) evaluated the parking lots at Fred Barerra, Santiago Hills, and Serrano Parks, and the McPherson Athletic Center and provided a scope of work needed. QES also studied the bike trail adjacent to the El Modena Open Space on N. Cannon St, City-owned portions of the Santiago Creek Bike Trail, and sections of walking paths through Hart Park near the tennis court and Diamond 1. The subsequent report revealed that each location required some degree of pavement M&R treatment and ADA compliance work at all of these locations to include crack sealing, slurry seal and re-stripe, and asphalt removal and replacement.
Based upon the results of the evaluations, QES also provided a biddable scope of work for the Parking Lot Pavement Rehabilitation (30053) and Resurfacing Bike Trails and Walking Paths (20475) projects. Staff issued a request for bids to complete these projects (RFB No. 23-24.07). The City received five bids in September 2023:

2. Century Paving, Inc., La Mirada, CA $995,332.00
3. R.J. Noble Company, Orange, CA $1,106,646.95
4. All American Asphalt, Corona, CA $1,248,444.00
5. Elegant Construction, Inc., Irvine, CA $1,382,640.00
The lowest responsive and responsible bid is from Onyx Paving Company, Inc., for $963,000. Staff verified the qualifications of the vendor with references provided for similar projects and received positive responses.
Staff is recommending that the City Council take three actions. First, it is recommended the City Council approve an agreement with Onyx Paving to complete the two CIP projects. The total amount for the contract is $1,059,300, which includes a 10 percent contingency of $96,300. Project 30053 has an estimated expense of $719,151.18 and Project 20475 has an estimated expense of $340,148.82.
The Fiscal Year 2023-24 (FY24) approved CIP includes funding of $491,615 from the Park Acquisition (Infill) (510) for Project 30053, creating a short fall of $227,536.18 in available appropriation for this project. The FY24 approved CIP also includes appropriations totaling $384,117 from the Park Acquisition (Infill) (510) and Park Acquisition and Development (Quimby) (511) funds for Project 20475. Therefore, staff is recommending that the City Council approve an appropriation transfer from Project 20475 to Project 30053 to assist in covering the cost.
Lastly, following this action, Project 30053 will require an additional appropriation to account for the estimated expense to repair the parking lots. As such, staff is recommending the City Council approve an appropriation of $183,568 from the unreserved Park Acquisition (Infill) (510) fund to the Parking Lot Pavement Rehabilitation (30053) project.
All work will be done with the intent to minimize disruption to regular park programming or facility rentals. It may be necessary to restrict access to one or more facilities for specific dates, times, or durations for safety reasons. Signage will be placed at appropriate locations to inform the public of any closures. Work start date and completion will be contingent upon weather conditions.
7. ENVIRONMENTAL REVIEW
Categorical Exemption: The proposed project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) per State CEQA Guidelines 15301 “Existing Facilities” Class 1 because the project involves the repair and maintenance of existing facilities with no expansion of existing use. The CEQA Notice of Exemption will be filed with the County Recorder’s Office upon Council’s approval of the plans and specifications.
