6.                     Discussion and Background

The U.S. Department of Housing and Urban Development (HUD) provides federal funding to the City through the Community Development Block Grant (CDBG) and HOME Investment Partnerships Program (HOME) to support community development, economic opportunities, and affordable housing initiatives. These programs are subject to federal regulations, reporting requirements, and ongoing monitoring and compliance obligations.

MNS provides staff augmentation and technical assistance in several areas, including federal program compliance, reporting and monitoring, labor compliance support, environmental review documentation under the National Environmental Policy Act (NEPA), eligibility reviews, financial analysis for affordable housing proposals, and ongoing compliance support for housing developments receiving City funding.

Additionally, MNS assists the Housing Division with the implementation and administration of the City’s Supporting Local Investment in Commercial Exteriors (SLICE) Business Assistance Façade Program funded through CDBG. Support includes the preparation of financial analysis reports, environmental assessment reviews, and Davis-Bacon Compliance.

Proposed Amendment

MNS Engineers, Inc. was initially retained in August 2024 to provide specialized technical and administrative support to the City in the administration of CDBG, HOME, and Housing Set-Aside funds. On February 10, 2026, the City Council approved the first amendment to the agreement, increasing compensation by $40,000 to a total not-to-exceed amount of $70,000.

Staff recommends increasing the agreement by an additional $30,000 to maintain access to specialized consulting services and ensure continuity of support for the City’s federally funded programs and housing initiatives. Continued consultant assistance will help staff address program administration demands, meet applicable reporting and compliance deadlines, support implementation of community development programs, and evaluate affordable housing projects seeking City assistance.

The additional compensation will provide the City with continued access to MNS’s technical expertise as program needs arise and provide staff augmentation to mitigate the risk of delays or compliance issues associated with the administration of federal funding and Housing Set-Aside resources. Approval of the proposed amendment will increase the total not-to-exceed agreement amount from $70,000 to $100,000.
