Bids for Community Development Block Grant Fiscal Year 2025-2026 Street Rehabilitation were received and opened on June 18, 2026 (Bid No. 25-26.20 SP-4329). Seven bidders responded to the notice inviting bids. The apparent low bidder is R.J. Noble Company, Inc. of Orange, California in the amount of $457,583.

1. Approve the contract with R.J. Noble Company, Inc. in the amount of $526,221 representing an original amount of $457,583 plus a 15% contingency of $68,638 for Almond Avenue and Collins Avenue Street Improvements; and authorize the Mayor and City Clerk to execute on behalf of the City.
2. Authorize the continuing appropriation of $488,616 from the Community Development Block Grant (310) Fiscal Year 2026 CIP budget:

6. Discussion and Background
The Federal Community Development Block Grant Program (CDBG) provides grant funds to enable eligible localities to construct public improvements in low- and moderate-income areas within their jurisdiction. The proposed street improvements project was approved through the Fiscal Year 2025-2026 Action Plan on June 24, 2025.
The scope of the project includes the rehabilitation of pavement on the following street segments:
1. Wheeler Street - Killingsworth Avenue to Chapman Avenue
2. Highland Street - Adams Avenue to Collins Avenue
3. Quincy Avenue - West Alley to N. Highland Street and N. Highland Street to East Alley
4. Monroe Avenue - West Alley to N. Highland Street and N. Highland Street to East Alley
The City Council previously approved an advertisement for bids on May 26, 2026. The bid solicitation was advertised on May 28, 2026, for a period of three weeks and bids were opened June 18, 2026. Seven bids were received as follows:
1. R.J. Noble Company, Inc., Orange $457,582.70
2. COPP Contracting, Inc., Yorba Linda $458,674.75
3. Sequel Contractors, Inc., Santa Fe Springs $509,344.00
4. Onyx Paving Company, Inc., Yorba Linda $583,032.00
5. Hardy & Harper, Inc., Lake Forest $585,000.00
6. Elegant Construction, Inc., Irvine $586,420.70
7. Estate Design and Construction, Inc., Marina Del Ray $595,400.00
The low bid is approximately 22.2% lower than the Engineer’s Estimate of $588,000. Staff reviewed the references and qualifications of the apparent low bidder and found them to be acceptable, with adequate experience completing contracts of similar scope and complexity. Therefore, staff recommend R.J. Noble Company, Inc. be awarded the contract in the amount of $526,221, representing an original bid amount of $457,583 plus a 15% contingency of $68,638 for Community Development Block Grant Fiscal Year 2025-2026 Street Rehabilitation.
Construction is scheduled to begin in September 2026 and is expected to be completed within 45 calendar days.
