6. Discussion and Background
Throughout the year, the Water Division conducts routine and emergency repairs of existing infrastructure within the City right-of-way. These repairs are throughout the city and are usually caused by water main breaks and new installations of valves and hydrants. Often, these underground water infrastructure repairs require the removal of existing asphalt concrete on City streets. Once necessary repairs have been made, Public Works Water Division staff will repave the excavated areas with temporary asphalt so that the street can be used without extended delays. Permanent pavement restorations are typically completed by a City authorized contractor.
Over the past several years, approximately 1,500 tons of asphalt concrete has been used per fiscal year. To achieve cost savings with economies of scale, several asphalt concrete repair areas are packaged together to be completed at one time. The cost to repair individual asphalt concrete patches separately is considerably more expensive due to multiple mobilizations and the limited amount of asphalt needed for each location.
Generally, work performed by the City’s authorized contractor shall include traffic control, saw cutting and removal of temporary asphalt concrete, grinding, paving and overlay, slurry seal, and adjustment of existing utility valves and covers to grade. All repairs are done in accordance with the City Public Works standards and specifications and are completed on an “as needed” basis.
The initial term of the contract is for three years with an option to renew annually up to a total of two additional years. At the end of the initial term, depending on the contractor’s work performance and quality, the City can choose to extend the contract to the next year with either a 2% increase or an increase that matches the Consumer Price Index (CPI), whichever is less.
