6. Discussion and Background
OCLC, Inc. is the current vendor used by the Library for all of its cataloging needs and interlibrary loan management. The Library has established procedures that help facilitate and manage all library records electronically and are fully integrated with existing library software. OCLC, Inc. also oversees the eContent platform, CloudLibrary, the Library’s main electronic content platform to provide patrons access to electronic books, audiobooks, and magazines. All Library content is currently contained within CloudLibrary, and the Library is also part of a consortium sharing content with other Southern California libraries who participate in the program. The cost of titles in CloudLibrary is the same as other library eContent providers. The Library has established procedures that enable purchase of materials, electronic payment, and display of content through the Library’s app and catalog. These procedures are fully integrated with existing library software.
Periodically, the Library will receive donations specifically for the purchase of electronic content. For amounts over $5,000 for any one donation, staff will request City Council approval to accept the donation into revenue and appropriate the monies to the designated expenditure account. For amounts of $5,000 and under, the City Manager has this authority. Rather than requesting Council approve an increase to the purchase order amount each time a donation is received, staff requests Council authorize the City Manager to approve any increases to the purchase order should the Library receive donations designated for the purchase of additional electronic content.
Funds will purchase electronic content to meet public demand.
