2.                     Summary

The closure of City streets and parking lots, and suspension of neighborhood permit parking restrictions to support special events require annual City Council action.  While there is still uncertainty over when public health guidelines will allow for special events to take place, the City should prepare for their potential occurrence by approving anticipated special events/pageants and authorizing the closure of portions of public streets for the remainder of the 2021 Calendar Year.

1.                     Adopt Resolution No.11309. A Resolution of the City Council of the City of Orange approving the temporary closure of portions of public streets for approved special events.

2.                     Approve closure of municipal parking lots and temporary suspension of neighborhood permit parking restrictions for certain events and dates occurring in Fiscal Year 2021-2022.

6.                     Discussion and Background

In August 1997, City Council approved a process for allowing special events/pageants that will close the Plaza and adjacent public streets in a single action.  The Council-approved criteria allow the Plaza to be closed for special events for up to twenty days per year, with no more than twelve of those being either a Friday, Saturday, or Sunday.  This year’s request is under the assumption that the California Department of Public Health safety guidelines will allow for public gatherings and includes Plaza closures of eight days total, six of which fall on Friday, Saturday, or Sunday.

For non-City events, cash deposits will be required approximately 30 days prior to each event date.  If deposits are not provided, the event will be canceled.  Thirty days prior to the exact event, the promoter or sponsor shall obtain a special event permit from the Community Development Department.

If held in calendar year 2021, the City’s Annual 3rd of July event will take place at Grijalva Park.

Provided below is the schedule of anticipated events from May 2021 through December 2021.  Please note that the Chamber of Commerce has indicated to staff that the May Parade may be rescheduled from May 1, 2021, to a date not yet determined.  Staff is working with the Chamber to coordinate this event and, should it be rescheduled, a separate resolution will be presented to the City Council for its consideration and approval. Lastly, while the annual Orange Plaza Car Show is not scheduled to take place this year, the Rotary Club of Orange Plaza has indicated plans for resuming the event in 2022 and beyond.

Closure of the Plaza, including all four spoke streets.  Chapman Avenue to be closed from Lemon Street to Grand Street; Glassell Street to be closed from Almond Avenue to Maple Avenue.
