6. Discussion and Background
On October 23, 2018, America’s Water Infrastructure Act (AWIA) was signed into law. AWIA section 2013, which amended section 1433 of the Safe Drinking Water Act, requires community water systems serving more than 3,300 people to develop or update risk and resilience assessments and emergency response plans.
On October 8, 2019, City Council approved an agreement with Municipal Water District Orange County for the preparation of the 2019 AWIA Risk and Resiliency Assessments (RRA) and Emergency Response Plan (ERP). This plan must be updated every five years.
Based on the successful history of collaboration and cost sharing programs such as Urban Water Management Plans, MWDOC and local water utilities have jointly prepared and agreed to an agreement. The joint effort helps to increase cost effectiveness for participating agencies through economies of scale and reduces preparation time.
The scope of the Orange County Multi-Jurisdictional Water and Wastewater Hazard Mitigation Plan (MJHMP) and AWIA of 2018 Required Components was incorporated into a Request for Proposals. Partner agencies assisted with the development of the scope of work. In response, consulting firms submitted proposals, which resulted in the selection of HSG, LLC (d/b/a (Herndon Solutions Group) as the consultant to prepare Orange County MJHMP and the AWIA Update Projects for the Participating Agencies
The work will consist of an update to a regional hazard mitigation assessment and consequently develop an Orange County MJHMP that meets the Federal Emergency Management Agency guidelines for approval with the goal of updating each Participating Agency’s vulnerabilities and apply those to a regional concept of emergency mitigation, to have a regional water and wastewater utility plan.
Staff is recommending approval and execution of the shared consultant cost agreement with MWDOC in the amount of $89,700.
