The County of Orange has authorized a reimbursement grant award to the Orange City Fire Department in an amount of $21,508 for expenditures made in Fiscal Years 2023-2025. There is no matching fund requirement. The goal of the Emergency Management Performance Grant is to assist local government to establish a system of emergency preparedness for the protection of life and property in the City of Orange.

6. Discussion and Background
The Emergency Management Performance Grant (EMPG) program provides grants to states to assist state, local, tribal, and territorial governments in preparing for all hazards, as authorized by the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42U.S.C. 5121 et seq.). Title VI of the Stafford Act authorizes FEMA to make grants for the purpose of providing a system of emergency preparedness for the protection of life and property in the United States from hazards and to vest responsibility for emergency preparedness jointly in the federal government, the states and their political subdivisions. The purpose of EMPG is to sustain and improve comprehensive emergency management programs at the state, tribal, territorial government and local levels from all man-made and natural disasters through the prevention, mitigation, response, and recovery for all hazard events.
