6.                     Discussion and Background

The Homeless Resource Center (HRC), located at 517 W. Struck Ave and operated by the HUB OC was established to provide services for the unhoused community.  The City retained facility rentals in order to continue offering services to the community.  Of the existing rentals, United Rentals (North America), Inc. (United Rentals) provides portable restrooms and sinks. The City opened a blanket Purchase Order (PO) with United Rentals for the maximum $30,000 to retain rental services for the first few months of the fiscal year.

Rental service for one year will cost approximately $52,000 total.  This includes the rental, servicing, and any emergency call-outs for repairs and/or additional services.   Therefore, staff is requesting that the City Council approve an additional $22,000 to the existing PO, bringing the total blanket PO amount to $52,000, which will fund these rental expenses through June 2024. 

In Fiscal Year 2021, the American Rescue Plan Act of 2021 (ARP) appropriated $5 billion to provide housing, supportive services, and homeless prevention services to individuals experiencing homelessness and other vulnerable populations to jurisdictions that qualified for HOME Investment Partnership Program allocations. In Fiscal Year 2023, the City of Orange received $1,655,244 in HOME ARP funding in response to the allocation plan submitted by the City for the use of funds. The City Council and the Department of Housing and Urban Development (HUD) approved allocation plan allows for funding of services provided at the HRC; thus the City’s HOME ARP allocation will fund a large majority of this rental service  

HOME ARP funding will be utilized first.  The remaining funding will come from a General Fund (100) appropriation for the HRC approved through the Fiscal Year 2023-24 budget adoption process.  However, if other grant funding is available, staff will prioritize using other grant funds and reserve the General Fund appropriation.  Additionally, the City is the recipient of $3 million in state funding for the HRC.  This funding has not yet been received; however, should the grant regulations allow, the City may be able to use this funding toward these rental services.
