6. Discussion and Background
The City’s Neighborhood Permit Parking Program (NPPP) provides a mechanism for protecting residential streets from external parking overflow when certain criteria are satisfied. To streamline the permit parking application process in certain highly parked areas, the City Council established five Permit Parking Opportunity Areas (PPOA’s). PPOA’s are subject to different criteria and procedures. Specifically, the application fee and parking occupancy study are waived, and the required neighborhood support level is reduced from 75% to 55%.
Permit Parking on Trenton Avenue - PPOA #4
Staff received a written request for permit parking for E. Trenton Avenue between N. Shaffer Street and N. Cleveland Street from an eligible resident on the street. These limits of E. Trenton Avenue are located within PPOA #4. Subsequently, staff mailed petitions to affected property owners. The results of the petition process indicate that 83% of the property owners are in favor of permit parking, 0% were opposed, and 17% did not respond. Because the support exceeds the 55% stipulated in the NPPP, staff supports, and the City Traffic Commission (CTC) recommends implementation of permit parking on the aforementioned street.
Permit Parking on Meats Avenue - PPOA #5
Staff received a written request for permit parking for E. Meats Avenue between N. Cambridge Street and N. Greengrove Street from an eligible resident on the street. These limits of E. Meats Avenue are located within PPOA #5. Subsequently, staff mailed petitions to affected property owners. The results of the petition process indicate that 64% of the property owners are in favor of permit parking, 0% were opposed, and 36% did not respond. Because the support exceeds the 55% stipulated in the NPPP, staff supports, and the CTC recommends implementation of permit parking on the aforementioned street.
Based on the above, three options are presented for the City Council’s consideration:
• Option 1 would approve permit parking on both Trenton and Meats Avenues;
• Option 2 would approve permit parking on only Trenton Avenue; and
• Option 3 would approve permit parking on only Meats Avenue.
It should be noted that property owners of any other street(s) within PPOA #4 and/or #5 may request permit parking in the future by following the procedures described above. Furthermore, permit parking does not supersede other parking restrictions such as street sweeping. Participation in the permit program is voluntary. However, any vehicle parked on the street without a permit after implementation is subject to citation.
