4.                     Fiscal Impact

The total expenditure for these purchases is $500,000 and will be funded through Water Fund (600) expenditure account number 600.8011.51510.00000.

6.                     Discussion and Background

The City of Orange PFAS treatment systems at Wells 9, 19, 23, and 24 have been in operation for over a year.  Together with the resins, the filters play a vital role in preventing suspended solids from entering the vessels and prolonging the system’s ability to remove PFAS from groundwater. As part of an agreement between the Orange County Water District and the City, the operation and maintenance costs including replenishment of filters shall be shared between the agencies at the end of each fiscal year. Due to the long lead times to procure these filters, it is necessary to purchase and stock additional filters in advance to avoid interruption to operations. 

The Public Works Department Water Division used an informal bid process to solicit quotes from vendors who currently have the filters and O-rings in stock and can ship out in a timely manner.  There is no specific vendor that can continually provide the lowest price for both items; therefore, the Water Division will purchase materials from the vendors that offer the lowest price for that item at the time of purchase.

Staff has completed extensive research and identified three vendors who can supply filters and O-rings that meet the treatment system specifications.  To ensure competitive pricing and avoid unexpected supply interruption, staff is requesting the City Council authorize the purchase orders to all three vendors, on an as-needed basis, in the amounts shown in the table

The Public Works Department Water Division continues to monitor and seek out vendors with the lowest prices to ensure the City is getting the best value available.
