Funding for the Alcohol Policing Partnership Grant is being awarded in the amount of $97,983 to support enforcement efforts aimed at reducing crime and public nuisance activities associated with problem alcoholic beverage outlets.

1. Approve the agreement with the State of California, Department of Alcoholic Beverage Control in the amount of $97,983 for the Alcohol Policing Partnership Grant; and authorize the City Manager to execute on behalf of the City.
2. Adopt Resolution No. 11716. A Resolution of the City Council of the City of Orange accepting funds in the amount of $97,983 from the State of California, Department of Alcoholic Beverage Control for the Alcohol Policing Partnership Grant, and authorize the City Manager to execute the grant program agreement and related documents.
3. Accept into the City’s revenue budget $97,983 in grant funds from the State of California, Department of Alcoholic Beverage Control into the State Grants Fund (499) as follows:

4. Fiscal Impact
There is no direct fiscal impact to the City. The additional revenue received from the State of California, Department of Alcoholic Beverage Control will fund the expense for this program.

6. Discussion and Background
The mission of the California Department of Alcoholic Beverage Control (ABC) is to administer the provisions of the Alcoholic Beverage Control Act in a manner that fosters and protects the health, safety, welfare, and economic well-being of the people of the State of California.
In support of this mission, the Orange Police Department has been awarded an Alcohol Policing Partnership (APP) Grant in the amount of $97,983 from ABC for Fiscal Year 2026-2027 (FY27). The grant will support the development and implementation of a strategic approach to reducing crime and public nuisance issues associated with licensed alcoholic beverage establishments. Grant funding will also facilitate the establishment and operation of a multi-agency working group to assist with business inspections and the enforcement of state laws and local ordinances.
Grant funded objectives include:
• Facilitate three, Licensee Education on Alcohol and Drugs (LEAD) trainings for business owners and staff to educate them on responsible alcohol services.
• Conduct three, Informed Merchants Preventing Alcohol-Related Crime Tendencies (IMPACT) operations to educate and reduce alcohol-related crime.
• Conduct five Minor Decoy operations and five Shoulder Tap operations to eliminate the sale and distribution of alcohol to minors.
• Conduct five general enforcement operations to address ABC and city ordinance violations, and narcotic and gambling violations.
• Facilitate four Target Responsibility for Alcohol Connected Emergencies (TRACE) trainings to educate officers on proper protocol.
• Conduct four briefing trainings for patrol to educate officers on proper and effective enforcement techniques.
The training of law enforcement personnel, combined with proactive prevention and enforcement efforts and ongoing collaboration with the local ABC district office, will support a comprehensive and effective strategy for addressing crime and public nuisance problems associated with licensed alcohol establishments.
Acceptance of the APP Grant will provide funding for overtime, training, and equipment costs necessary to accomplish the grant objectives during FY27 and will enhance the Department’s ability to promote public safety and regulatory compliance within the community.
