The Public Works Department issued a Request for Proposal for Technical Support Services for the City’s Supervisory Control and Data Acquisition system (RFP No. 24-25.22) on April 4, 2025. Two proposals were received and reviewed by City staff. South Coast Automation Systems was ranked as the top service provider.

6. Discussion and Background
The Supervisory Control and Data Acquisition (SCADA) system provides automation necessary to monitor and control the City’s drinking water system. The existing SCADA system was installed in 2021 and has been operating as intended. To ensure that the SCADA system continues to operate efficiently, the Public Works Department has requested proposals for technical support from qualified consultants.
The RFP was made available to companies on April 4, 2025. Information about the project was available on the City’s website. Proposals were received from the following companies on the proposal due date of April 28, 2025:
• SoCal SCADA Solutions
• South Coast Automation Systems, Inc.
Three City staff members reviewed the proposals. The following selection criteria was listed in the RFP and used by the selection committee to evaluate the proposals:
• Overview and understanding of project (15 points).
• Description of work (25 points).
• Relevance of experience (30 points).
• Project team (20 points).
• Schedule & fees (10 points).
In accordance with the above listed selection criteria, companies are ranked as follows:
1. South Coast Automation Systems, Inc. 296 points out of 300
2. SoCal SCADA Solutions 285 points out of 300
3. Tesco Controls, Inc. Did not submit proposal
The proposal from South Coast Automation Systems (SCAS), Inc., was well written, responded directly to the RFP requirements, and indicated a solid ability to perform the scope of work. SCAS, Inc. has a list of qualified technical and support personnel, many with over 10 years of experience. SCAS, Inc. is a reliable company which the City has used for programming and maintenance of its SCADA system in the past. For these reasons, staff recommends awarding the professional services agreement to SCAS, Inc.
The initial term of the agreement will cover three fiscal years, beginning July 1, 2025 and expiring on June 30, 2028, with two, one-year optional extensions. Approval of the extensions will be based upon performance and will be executed by the City Manager. The cost for the initial year is $75,000, and the initial three-year agreement is not to exceed $225,000.
