6.                     Discussion and Background

With the relocation of Fire Station No. 1 and Headquarters (Fire HQ) to the new location on Water Street, the old Fire HQ currently sits empty. The former Fire HQ building is more than 50 years old and is seismically deficient. The City completed a historic resource assessment in April 2022 and found the Fire HQ building does not have historic significance and is not a contributor to an existing or future historic district. Its original utilitarian use as a fire station is not economically feasible for other commercial uses. The demolition of the site will include removal of the existing building, foundations, basement, concrete, clearing and grubbing, and utilities.

At the February 27, 2024, City Council meeting, the demolition of the old Fire HQ was approved, and authorization was given to advertise for bids. The bid solicitation was advertised on March 14, 2024, for a period of three weeks and bids were opened on April 4, 2024. Five bids were received as follows:

1.                     Interior Demolition, Inc., Newhall                                           $746,288

2.                     Integrated Demolition and Remediation, Inc., Anaheim                                          $785,000

3.  Resource Environmental, Inc., Cerritos                                           $871,000

4.                     Elegant Construction Inc., Irvine                                                                $1,199,750

5.                     Wreck Age Demolition Inc., Chino Hills                                                                    $2,254,275

The low bid is about 32.67% higher than the Engineer’s Estimate of $562,500, mainly due to the asbestos abatement cost that came in substantially higher than our estimate.  Staff checked the references and qualifications of Interior Demolition, Inc. and found them to be acceptable, with adequate years of experience in completing contracts of similar nature to this project. Therefore, staff recommends Interior Demolition, Inc. be awarded the contract in the amount of $783,602, representing an original bid amount of $746,288 plus a 5% contingency of $37,314 for Old Fire Station Headquarters Demolition.

Construction is scheduled to begin in July 2024 and is expected to be completed by September 2024.
