The First Amendment will increase the scope of work to be completed by AECOM for revising the project environmental documents and related technical studies that are required to finalize the Initial Study/Mitigated Negative Declaration for the Santiago Bike Trail Phase IV Project.

3.                     Recommended Action

1.                     Approve the First Amendment to Agreement with AECOM for environmental, hydraulics, geotechnical and survey services for the Santiago Bike Trail Phase IV Project; and authorize the Mayor and City Clerk to execute on behalf of the City.

2.                     Authorize the transfer of $43,000 from expenditure account number 500.5011.56330.13120 Pavement Management Program to expenditure account number 500.5011.56330.20325 Santiago Bike Trail Phase IV.

4.                     Fiscal Impact

The total expenditure for the original agreement is $381,801. After this first amendment, the total expenditure will be $424,801 and will be funded in Santiago Bike Trail IV (20325) through:

6.                     Discussion and Background

The original agreement with AECOM Technical Services, Inc. (AECOM) was signed on February 12, 2021, to provide environmental, hydraulics, geotechnical and survey services for the Santiago Bike Trail Phase IV Project. This project is to extend the Santiago Creek Bike Trail from its current terminus near the Cannon Street and Santiago Canyon Road intersection to the Santiago Oaks Regional Park. The trail alignment will follow Santiago Creek and will include two pedestrian bridges, asphalt concrete bike trail and rehabilitation of the existing equestrian trail along the creek.

By the summer of 2022, the consultant had completed the submittal of the Draft Preliminary Environmental Study (PES) to Caltrans, all the technical studies, and completed the draft Initial Study/Mitigated Negative Declaration (IS/MND). However, the following issues caused changes to the original design and will require the consultant to revise the environmental documents and technical studies.

                     Results of the Floodplain Study found the post-project 100-year creek water surface to be higher in some locations. This results in modifying the original bridge design.

                     Comments were received from Orange County Parks regarding impacts to the Santiago Oaks Regional Park, such as protecting existing trees and existing wall structures. The trail design was modified to address these comments.

                     Submittal of the field topographic survey allowed for some fine tuning of the design.

 

These changes to the project resulted in new limits of disturbance (LOD) and construction-related considerations that had not been previously considered in the studies. Thus, additional scope is required to finalize the IS/MND for the Santiago Bike Trail Phase IV Project.

 

City staff held negotiation discussions with the consultant and agreed the amount of $43,000 is appropriate for the additional scope of work. With the approval of this amendment, the consultant can resume finalizing the documents and begin the review process for environmental clearance.

 

The tentative schedule is to complete the project’s environmental phase in October 2024.
