6.                     Discussion and Background

The Reservoir 4 Pump Station, located at 5300 Avenida Palmar, is an important facility in the water distribution network.  This pump station transfers groundwater production from nearby wells to the storage facilities at higher elevation. To ensure continuous operation during the power outages, the Public Works Department Water Division engaged Gevork Consulting Engineering to design plans and specifications for an emergency backup power system.

The scope of work includes furnishing and installation of one 250 kW, 480V, 3-Phase emergency generator with an Automatic Transfer Switch (ATS).  The unit is enclosed in sound-attenuated housing that meets City noise standards.  The fuel tank is equipped with a double wall on a concrete pad with a retaining curb to prevent leakage. The fuel tank capacity is designed for 24 hours of continuous operation.

The total estimated construction cost for this project is $449,850.

7.                     ENVIRONMENTAL REVIEW

The proposed project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) per State CEQA guidelines Section 15301 “Existing Facilities” Class 1 (c) because it consists of maintenance activities at an existing water storage tank and pump station. The CEQA Notice of Exemption will be filed with the County Recorder’s Office upon Council’s approval of the plans and specifications.
