6. Discussion and Background
The State and Local Cybersecurity Grant Program provides federal Department of Homeland Security funding, passed through California Governor’s Office of Emergency Services (Cal OES), to help local governments strengthen their cybersecurity. On August 4, 2026, Cal OES issued a Notification of Subrecipient Allocation (Notification) to the City Manager approving the City’s Federal Fiscal Year (FFY) 2024 State and Local Cybersecurity Grant Program (SLCGP) proposal and allocating $250,000 to the City. The performance period is July 1, 2026 through August 31, 2028, and all funded activities must be completed within that period. The award is subject to the absence of successful appeals and to completion of the required application forms. The City Manager has signed the Notification.
The City’s proposal provides for the acquisition of laptop computers to support EOC operations. The laptops are planned for personnel who respond to the primary EOC, with the allocation of those based on the needs identified by City departments. The Orange Fire Department’s Emergency Management Division will administer the subaward.
The subaward is subject to 2 CFR Part 200, the Notice of Funding Opportunity, the Preparedness Grants Manual, the California Supplement to the Notice of Funding Opportunity, the FFY 2025 Standard Assurances, and all applicable federal, state, and local requirements. Cal OES requires written approval before the City incurs costs for noncompetitive procurement or for any project requiring Environmental Planning and Historic Preservation review. The City must submit Financial and Performance Progress Reports for the duration of the subaward period. Failure to submit required reports could result in reduction, suspension, or termination of the subaward.
Before the City may request reimbursement, Cal OES requires the Financial Management Forms Workbook, the FFY 2024 SLCGP Standard Assurances, the FFATA Financial Disclosure, the Subrecipient Grants Management Assessment Form, a Governing Body Resolution, and a Certification Regarding Lobbying. Cal OES requires an approved Governing Body Resolution before the City executes the subaward agreement, and an Authorized Agent named in that resolution must sign each document. Cal OES recommends naming more than one Authorized Agent so that required filings are not delayed by the availability of a single individual. The resolution designates the City Manager, the Finance Director, and the Fire Chief, in that order, and authorizes the City Manager to execute the subaward agreement, amendments, extensions, and related documents. Council approval of the recommended actions allows the City to accept the funds and begin eligible expenditures consistent with the aforementioned Cal OES requirements above.
