6. Discussion and Background
The Public Works Department has identified some critical facility repairs that must be completed. The projects are as follows:
1. Fire Station 3 - Shower Leak Repair
The existing ADA shower at the fire station is in disrepair, necessitating urgent attention. Notably, a leak issue extends to the exterior walls, exacerbating moisture-related concerns. Immediate repairs are needed to address functionality and structural integrity, primarily focusing on mitigating moisture issues to prevent further damage. The total cost for the repairs is $5,258.
2. Community Services Building - Backflow Preventer Replacement and Sewer Line Repair Due to Tree Root Intrusion
The sewer line in the Community Services building on Grand St. has been compromised due to tree root intrusion. This issue poses a risk to the building's infrastructure and requires immediate repair. Additionally, the backflow device for the fire suppression system on Chapman Ave. is compromised and necessitates replacement. The total cost for the repairs is $76,362.
3. Administration Building Security Door Improvements
The project aims to enhance the security and accessibility of the Administrative Building at the Civic Center campus. To achieve this, a new secure storefront will be installed, replacing the existing half-door adjacent to the City Clerk counter. The installation of this door will provide more security for the office area in the Administrative Building. It will be more consistent in controlling access at our other buildings in the Civic Center campus. The new door will be installed with access control and ADA improvements. The total cost for the repairs is $64,943.
To hire a skilled contractor to undertake these projects at a reasonable cost, staff contacted many vendors and utilized several procurement strategies. Staff collaborated with Gordian EzIQC's project coordinator to develop the scope of work for the projects using a Sourcewell contractor. This procurement method is a cooperative purchasing arrangement that several government agencies use to minimize costs and staff resource impacts. Using Sourcewell, a public agency that competitively bids on construction tasks, specifications, materials, equipment, and labor costs, the City can access highly qualified specialty contractors and lower overall capital costs. The City is a member of Sourcewell and has used the cooperative agreements procurement process.
After consideration, Horizon Construction Company International, Inc. (Contract No. CA-R8-GB01-123021-HCC) has been recommended by staff for the project. The proposed price has been reviewed, deemed fair, and reasonable, consistent with established unit prices outlined in the contract with Sourcewell. The contractor's proposal for the scheduled work comes in at $127,446. However, staff recognizes that unforeseen work and services may be necessary for the project. Therefore, anticipating such contingencies, an additional $19,117 (15%) has been added to the initial sum, bringing the total cost to $146,563.
We anticipate the projects will commence in March and be completed within 120 days.
7. ENVIRONMENTAL REVIEW
Categorical Exemption: The proposed project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) per State CEQA Guidelines 15301 (Class 1 - Existing Facilities) in that the project consists of repairs, maintenance, and safety improvement at existing public facilities and results in no expansion of use beyond that existing at the time of the City’s determination.
