The California Department of Transportation (Caltrans) and the City of Orange have agreed to fund additional Santiago Creek debris removal services and host community waste disposal events from November 2023 to June 2024. Caltrans has allocated a reimbursement not to exceed $130,000 for the City’s efforts.

6. Discussion and Background
The Clean California Initiative, led by Caltrans, focuses on maintaining the cleanliness of roads and waterways, job creation, and beautifying public spaces. A significant component of this Initiative is the proposed community disposal events, which enable the public to dispose of household waste and large items without any costs.
This collaborative effort between the City of Orange and Caltrans ensures free community disposal events for the residents of Orange as part of the larger Clean California Initiative. The City and Caltrans will work in partnership in publicizing the community disposal events. Residential bulky item pick up will be publicized and scheduled between March 1, 2024, through May 31, 2024, with various locations at certain residential routes to be determined.
Additionally, funding will be provided to augment Santiago Creek debris removal efforts. Additional resources will be provided at clean-up events that are scheduled between November 15, 2023, through June 30, 2024, and will occur every second Saturday of the month from 8:00 a.m. to 3:00 p.m. The first event is anticipated on November 18, 2023. The City, working in partnership with CR&R, will utilize city staff, city contractors, the Orange County Conservation Corp, and community volunteer groups for these events.
The agreement prohibits the collection of hazardous materials during these events. Staff will provide all necessary equipment and staffing for the safety and management of community disposal events.
Staff recommends the approval of this Agreement with Caltrans in the reimbursement amount not to exceed $130,000, in accordance with the Clean California Initiative. As proposed, the agreement will contribute to the City’s cleanliness and beautification and promote responsible waste disposal practices among Orange residents.
