6.                     Discussion and Background

Emergency pipeline on-call contracts provide vital operational support to the Public Works Department Water Division. During major water main breaks, particularly when internal staffing or specialized equipment is limited, these agreements ensure critical infrastructure repairs proceed without delay. Key benefits of executing agreements with multiple qualified contractors include:

•                     Guaranteed Availability: Secures immediate access to qualified crews and heavy equipment during simultaneous or large-scale emergencies.

•                     Cost Efficiency: Establishes competitive, pre-negotiated hourly rate schedules to prevent surge pricing during emergency events.

•                     Service Continuity: Minimizes service disruptions and protects public health and safety through rapid restoration times.

On September 9, 2026, staff issued a Request for Proposals (RFP) for on-call pipeline repair services to augment the Public Works Water Division’s field operations. The scope of work focuses on rapid-response water main break repairs and the timely restoration of water service.  In response to the RFP, staff received proposals and rate schedules from multiple qualified contractors, all of whom have proven track records on previous City projects. Proposals were evaluated based on key criteria:

•                     Technical qualifications and experience

•                     Response time capabilities

•                     Detailed understanding of the scope of work

•                     Competitive rate structures

Staff recommend awarding the contracts to the firms listed below:
