6. Discussion and Background
The City receives annual federal funds from the U.S. Department of Housing and Urban Development (HUD) under the Community Development Block Grant (CDBG) and the HOME Investment Partnerships (HOME) programs for the benefit of primarily low- and moderate-income residents. The funds are allocated to projects and programs that include street improvements, handicap accessibility improvements, after-school programs, transitional housing, and supportive services.
On February 15, 2024, the Community Development Block Grant (CDBG) Program Committee conducted a Public Hearing to review proposals for the allocation of CDBG funds for the Fiscal Year 2024-2025. Subsequently, on March 15, 2024, the committee convened to deliberate and finalize funding recommendations for proposed projects and programs to be presented to the City Council.
As part of these recommendations, Shelter Providers of Orange County was allocated $34,997 to fund plumbing and sewer system upgrades at the Family CareCenter. The Family CareCenter serves as an essential emergency shelter, dedicated to supporting families experiencing homelessness in the City of Orange. By offering safe and dignified short-term housing, the CareCenter provides families with the opportunity to rebuild their lives and work towards a stable future. The center includes communal living accommodations with 56 beds, arranged in semi-private, flexible sleeping areas, and has the capacity to house up to 16 families each night. By addressing the critical needs of vulnerable families, the Family CareCenter plays a vital role in fostering stability and hope within the community.
On May 28, 2024, the City Council approved the funding recommendations provided by the CDBG Program Committee. This amendment rectifies a typographical error in the agreement regarding the approved compensation, revising it to $34,997. Furthermore, during the implementation of the plumbing and sewer system upgrades, it was identified that the water heater required replacement. The water heater is deemed ancillary to the approved plumbing and sewer upgrades. Its inclusion in the project scope will not result in any increase to the approved compensation, as the costs can be accommodated within the existing budget allocation.
