6. Discussion and Background
Mobile Data Computers (MDCs) enable patrol units to connect wirelessly to law enforcement computer database systems and provide officers with instant information to complete a number of tasks while on duty. MDCs previously purchased by the department have reached the end of their service life and are no longer covered under warranty.
CDCE, Inc. (CDCE) has been providing rugged notebooks and services to law enforcement agencies for over 15 years. The Police Department, with IT support, conducted a thorough evaluation of the new FZ-40 Toughbook and determined that the FZ-40 model is a suitable replacement. However, the new Panasonic Toughbook is not compatible with existing vehicle docking stations. To avoid compatibility issues from having two different Toughbook models and docking stations, it is necessary to replace all 40 MDCs and docking stations at one-time. The Panasonic FZ-40 Toughbook provides a complete package that includes a Windows 11 Pro operating system, five-year protection warranty, and corresponding vehicle docking stations.
Capital Improvement Project No. 20335 provides for the replacement of Police Department in-car MDCs. Funds available in CIP No. 20335 are insufficient for Fiscal Year 2024-2025 and will require an appropriation of $100,000 from the Federal Asset Forfeiture (355) unreserved fund balance to fund the computers. The total cost of $322,961 includes equipment, labor, and a contingency fee reserved for additional expenses. The purchase of 40 Panasonic Toughbooks will be completed using NASPO ValuePoint Master Agreement No. MA23019, Addendum No. 7-23-70-55-10, expiring on June 30, 2025. CDCE is an authorized reseller contracting with Panasonic Corporation under participating Addendum No. 7-23-70-55-10 for sales and services.
