2.                     Summary

The closure of City streets and parking lots, and suspension of neighborhood permit parking restrictions needed to support special events, require annual City Council action.  A schedule of anticipated events, along with corresponding street and parking impacts, has been developed in conjunction with event organizers, and is being submitted for approval.    

3.                     Recommended Action

1.                     Adopt Resolution No.11596. A Resolution of the City Council of the City of Orange approving the temporary closure of sections of public streets for approved special events.

2.                     Approve closure of municipal parking lots and temporary suspension of neighborhood permit parking restrictions for certain events and dates occurring in Fiscal Years 2024-2025.

6.                     Discussion and Background

The closure of City streets and parking lots, and suspension of neighborhood permit parking restrictions necessary to support special events require City Council action.  Listed below for approval are special events for the upcoming year that require either: Plaza closure, major street closure, parking lot closure, and/or suspension of permit parking.

Related to the above and in August 1997, the City Council adopted a process for approving special events that involve closing the Plaza and adjacent public streets.  The City Council-approved criteria allow the Plaza to be closed for special events for up to twenty days per year, with no more than twelve of those being either a Friday, Saturday, or Sunday.  This year’s requests include Plaza closures of ten days total, six of which fall on Friday, Saturday, or Sunday.

For non-City events, the event sponsor must also obtain a special event permit from the Community Development Department.

Provided below is the schedule of anticipated special events between February 2025 and December 2025. Note, the 2025 Antique Affair was approved in 2024.

 

Plaza Closure

 

Closure of the Plaza, including all four spoke streets.  Chapman Avenue to be closed from Lemon Street to Grand Street; Glassell Street to be closed from Almond Avenue to Maple Avenue.
