Five bids for Well No. 28 Drilling Project were received and opened on March 18, 2021.  The apparent low bidder is Southwest Pump & Drilling, Inc. of Coachella, CA for $1,916,029.

3.                     Recommended Action

1.                     Award the contract to Southwest Pump & Drilling, Inc. in the total amount of $1,916,029 for Well No. 28 Drilling Project; and authorize the Mayor and City Clerk to execute on behalf of the City.

2.                     Authorize 10% of the contract amount for contingency purposes.

4.                     Fiscal Impact

The total expenditure for this contract is $2,107,631.90 and will be funded in Well 28 Construction (18120) through Water Fund (600).

6.                     Discussion and Background

The scope of work for Well No. 28 Drilling Project includes pilot hole drilling, installation of 20” Stainless Steel Casing and Louver, installation of all accessory tubing, gravel pack, sanitary seal, conducting aquifer zone tests, alignment tests, pumping tests, chemical and mechanical well development, and disinfection. The drilling operations for the project will last approximately 30 days and require some 24-hour operational working periods.  To mitigate potential noise possibly caused by the drilling operation, the contractor will install 24-foot high sound attenuation walls around the project site for the duration of the project.  Before the project starting, staff will conduct outreach to the neighborhood that could be affected by the construction.

Once the well drilling is successfully completed, a separate staff report will be prepared to advertise for the next phase of the project consisting of the construction of all above ground piping, buildings, and equipment that will be needed to operate the well, and the construction of the public pocket park.

 

The City Council previously approved of an advertisement for bids on February 9, 2021. The bid solicitation was advertised on February 18, 2021 for three weeks and bids were opened on March 18, 2021.  Five bids were received as follows:

South West Pump & Drilling, Inc. has successfully completed the drilling of City of Orange Well No. 27 in 2014.  Staff also checked South West Pump & Drilling, Inc. qualifications and conducted reference checks with other agencies including Chino Basin Desalter Authority, Borrego Water District, Rancho California Water District, Three Valleys Municipal Water District, and Pico Water District. All agencies contacted provided positive comments and good reviews on the performance of South West Pump & Drilling, Inc.  Therefore, staff recommends that South West Pump & Drilling, Inc. be awarded the contract in the amount of $1,916,029, plus a 10% contingency for a total amount of $2,107,631.90.

In February 2021, the City Council approved the Well No. 28 project, including the adoption of Mitigated Negative Declaration No. 1861-18, which was prepared to evaluate the physical environmental impacts of the project in conformance with the provisions of the California Environmental Quality Act (CEQA) per State CEQA Guidelines Section 15070 and in conformance with the Local CEQA Guidelines. The Mitigated Negative Declaration (MND) finds that the project will have less than significant impacts to the environment, with the implementation of standard conditions and mitigation measures related to unanticipated archeological, human remains, paleontological, or tribal cultural resource finds.

Construction is scheduled to begin in May 2021 and expected to be completed within 120 calendar days.
