6. Discussion and Background
Over the last few years, the Public Works Department Water Division has successfully utilized mixers to enhance constant mixing and eliminate stratification of the water in the reservoirs which will have a negative effect on overall water quality in the system, especially during the hot summer months. Existing mixers at Reservoirs 5, 8, and 10, installed in 2010 through 2012 have reached the end of their service life and need to be replaced with new equipment.
Through an informal bid process, the Water Division met with three manufacturers and requested bids for these replacements. Three bids were received as follows:
1. Doan and Hartwig Water Systems, Inc., Oceanside, CA $61,324
2. Pulsair Systems, Inc., Bellevue, WA $127,200
3. PAX Water Technology, Milpitas, CA $133,920
The Water Division has worked with Doan and Hartwig Water Systems, Inc. in the past and has found them to be responsive to our requests for technical and customer service. Their mixers are also being used widely by other local agencies with excellent results. Therefore, staff recommends that Doan and Hartwig Water Systems, Inc. be awarded the contract in the amount of $67,456, representing an original bid amount of $61,324, plus a 10% contingency of $6,132.
7. ENVIRONEMENTAL REVIEW
Categorical Exemption: The proposed project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) per State CEQA Guidelines 15301 (Class 1 - Existing Facilities) in that the project consists of repairs, maintenance, and safety improvement at existing public facilities and results in no expansion of use beyond that existing at the time of the City’s determination.
