6. Discussion and Background
At the June 25th City Council meeting, as part of the Fiscal Year 2024-25 (FY25) budget adoption, the City Council voted to cancel all City-Sponsored events effective July 4, 2024 unless a non-profit organization committed to sponsoring an event in its entirety or was interested in taking over the event.
At the August 13th City Council meeting, during the discussion regarding the FY25 Proposed Budget Amendment No. 1, which formalized the reductions associated with the City Council’s direction to cancel all city-sponsored events, the City Council expressed interest in reinstating the 2024 Treats in the Streets Autumn Festival (Treats), as the event had not yet been sponsored or funded.
The total cost for the event is $67,785 which includes:

During the August 13th City Council meeting, Council voted to approve the reductions associated with the remaining FY25 special events, with the exception of $14,141 for Treats which only covers approximately 21% of the total event costs.
At this time, staff is seeking direction from Council on the reinstatement of Treats for 2024. If the event is reinstated, staff recommends the City Council appropriate the remaining unbudgeted balance of the event costs in the amount of $53,644 in addition to the already budgeted $14,141. Staff will continue to evaluate opportunities to reduce costs while maintaining event safety. Any unused funds will be returned to the General Fund
