2. Summary
Annual submission of Measure M2 eligibility documentation to the Orange County Transportation Authority is required to remain eligible to receive Measure M2 sales tax revenue funds. This year’s process requires the City to adopt a Seven-Year Capital Improvement Program, adopt a resolution that attests the City’s Local Signal Synchronization Plan aligns with the Orange County Transportation Authority’s Regional Traffic Signal Synchronization Master Plan, and adopt a resolution that confirms the update of the City’s Pavement Management Program in conformance with the Pavement Management Program Submittal Template provided in the Countywide Pavement Management Plan Guidelines. Additionally, there are four approved CIP projects utilizing M2 funding that must be approved for addition to the Measure M2 Seven Year CIP for Fiscal Years 2025-2026 through 2031-2032.

3. Approve the Measure M2 Seven-Year Capital Improvement Program for Fiscal Year 2026-2027 through 2032-2033 to comply with Measure M2 eligibility criteria.
4. Approve the addition of the following Council approved CIP projects to the Measure M2 Seven-Year Capital Improvement Program for Fiscal Year 2025-2026 through 2031-2032:

6. Discussion and Background
In November 1990, the voters of Orange County approved Measure M, a ½-cent sales tax for transportation improvements. The sales tax provides funding for streets to local agencies that is distributed both on a per-capita formula basis and through competitive funding programs. In November 2006, the voters approved Measure M2 to continue the ½-cent sales tax for another 30 years, beginning at the expiration of Measure M in 2011. Major improvement plans target Orange County freeways, streets and roads, transit, and environmental programs. As part of our Measure M2 funding request, the City is required to submit resolutions that verify the City’s Local Signal Synchronization Program (LSSP), Pavement Management Program (PMP), and the approval of a Seven-Year Capital Improvement Program (CIP).
Local Signal Synchronization Plan
The City’s LSSP is a three-year plan that identifies traffic signal synchronization, street routes and traffic signals that require improvements, and signal re-timing. The previous program update was adopted in 2023 and covered the City’s synchronization and signal timing program through 2026. The 2026 update will itemize the current status of the City’s synchronized and coordinated corridors and outline the City’s priorities for the next three years to maintain, operate and construct future improvements with local and Measure M2 funds. The LSSP is one component of the M2 Eligibility process which enables the City to receive local fairshare funds and participate in M2 competitive projects.
The LSSP includes the following required elements: (1) signal synchronization goals, policies, and objectives; (2) traffic signal synchronization street routes; (3) traffic signal inventory; (4) three-year capital, operations, and maintenance plan of the traffic signal synchronization system; and (5) signal synchronization review, revision, and assessment of synchronization activities along completed traffic signal synchronization street routes since 2023.
Within the LSSP, the City has indicated priority projects, including Chapman Avenue from Lewis Street to Jamboree Road. It is anticipated that the City of Orange will partner with adjacent cities and Caltrans to submit applications for competitive Measure M2 funding when made available through OCTA
Pavement Management Program
Biennially, the City of Orange performs updates of its PMP for street maintenance as well as complying with OCTA’s M2 Program. The City’s consultant, Bucknam Infrastructure Group, Inc., has recently completed the 2026 PMP update. In summary, the City has a street system that is in an overall “Good” condition with a network average (weighted by area) PCI of 80.7. Approximately 73.2 percent (by area) of the network is in the “Good” and “Very Good” condition categories, 25.8 percent in the “Fair” to “Poor” condition and 1.0 percent within the “Very Poor” condition. Based on the pavement conditions, the City has met OCTA’s requirements for receiving a ten percent reduction in the local matching fund by maintaining the PCI above 75. Staff recommend adoption of Resolution 11693 and acceptance of the updated PMP.
Seven-Year Capital Improvement Program
The City’s Measure M2 Seven-Year CIP for Fiscal Years 2026-2027 through 2032-2033 is a transportation planning and fiscal forecasting document that is utilized to navigate programming for existing and future capital improvement projects. The Measure M2 Seven-Year CIP includes anticipated funding that may not yet be included in the City’s proposed CIP for Fiscal Year 2026-2027.
While the annual submittal of the City’s Measure M2 CIP does not commit the City to fund identified improvements, projects must be included in the Seven-Year CIP to be eligible to receive M2 funding.
Additionally, four CIP projects were approved by the Orange City Council on June 9, 2026. These projects use M2 funding and must therefore be approved as part of an amendment request to the Measure M2 Seven-Year CIP for Fiscal Year 2025-2026 through 2031-2032. These projects are:
