2.                     Summary

City staff recommend improvements at all three Orange Public Library branches to address aging infrastructure, enhance accessibility, and improve operational efficiency. The project includes essential upgrades to roofing, windows, doors, and accessibility systems. Staff recommends awarding the contract to Horizons Construction Co. Int’l, Inc. via Sourcewell EZIQC Contract No CA-R8-GB-101723-HRZ.

3.                     Recommended Action

1.                     Approve the contract with Horizons Construction Company International, Inc. in the amount of $707,433 and a 10% contingency of $70,744, for a total not to exceed $778,177 for construction and facility improvements at the Main, Taft, and El Modena Library branches; and authorize the Mayor and City Clerk to execute on behalf of the City.

2.                     Find that the proposed project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) per State CEQA Guidelines 15301 (Class 1 - Existing Facilities).

3.                     Authorize the appropriation of $489,884.27 from the Developer Impact Fees - Library Fund (580) unreserved fund balance to:

4.                     Fiscal Impact

The expense for this agreement is $778,177 and will be funded through the General Fund (100), Capital Projects Fund (500), and Developer Impact Fee Fund (580) respectively:

Upon approval of the recommended appropriations, the estimated Developer Impact Fees - Library (580) fund balance at June 30, 2026 will be fully expended. No other fund balance will be impacted.

6.                     Discussion and Background

The Orange Public Library is planning targeted upgrades across the Main Library, Taft Branch, and El Modena Branch to improve safety, accessibility, energy efficiency, and facility longevity. The Public Works Department and the Orange Public Library have consolidated these projects under a single Sourcewell contract for cost-effectiveness. Funding will include California State Library Grants requiring a 100% match from Library Fees (580 Fund) and $7,500 from DISH Network, which was revenue from a future telecom facility to be located in the tower at the Main Library. Funds from the 580 Fund will also help release some of the appropriated funds back into fund balance for the Capital Projects Fund (500).

The scope of work includes the following:

                     History Center Improvements

                     Flooring Replacement 

                     Automatic Door Replacement 

                     Reading Room Door Maintenance 

Taft Branch Library - 740 E. Taft Avenue ($137,916)

                     Window Repairs 

El Modena Branch Library - 380 S. Hewes Street ($275,392) 

                     Roof Repairs 

                     Monument Sign Replacement

Staff recommend Horizons Construction Co. Int'l, Inc. for the project, totaling $778,177, which includes a $70,744 contingency. The total cost of the project is offset by a 50% grant match from the California State Library. 

The project is scheduled to commence in August 2025 and is expected to be completed by December 2025.

7.                     ENVIRONMENTAL REVIEW

Categorical Exemption: The proposed project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) per State CEQA Guidelines 15301 (Class 1 - Existing Facilities) because the project consists of repairs, maintenance, and minor alterations of existing public facilities, involving negligible or no expansion of existing use and results in no expansion of area beyond that existing at the time of the City’s determination.
