6. Discussion and Background
Fire Department safety equipment and uniforms are selected based on operational needs, regulatory requirements, and national safety standards. All equipment must meet established safety and life-expectancy criteria to ensure the highest level of protection for personnel operating in hazardous environments. Uniforms are essential for clearly identifying public safety personnel during emergencies and critical incidents, ensuring they are easily recognized as a source of assistance. To maintain compliance with departmental specifications and required safety standards, the use of authorized direct-distribution vendors is necessary for Fire Department operations.
The Fire Department procures safety gear, uniforms, and specialized equipment from three primary vendors-Allstar Fire Equipment, LN Curtis & Sons, and LineGear, Inc. (LineGear)-based on each vendor’s product availability, manufacturing capabilities, distribution channels, and technical expertise. These vendors are recognized leaders in the fire‑service supply industry and, in many cases, serve as the only authorized distributors for the equipment utilized by the Orange City Fire Department.
LineGear is equipped to supply the current approved specifications for uniforms for Firefighters, Fire Prevention staff, and Ambulance Operators, as well as wildland firefighting equipment including boots, helmets, gloves, brush jackets, pants, and web gear.
The proposed purchase utilizes the County of Orange Cooperative Contract MA‑012‑25011371 with LineGear, which allows other municipal and public agencies to access the agreement’s pricing and terms. Overall, the cooperative contract ensures cost‑effective procurement through an established, publicly‑solicited contract and provides the City with wildland safety gear which is inclusive of safety uniforms and ambulance operator equipment.
To ensure continuity of safety gear and uniform supply, the Fire Department requests authorization to purchase department uniforms, wildland safety gear, and ambulance operator equipment from LineGear in the amount of $257,000 for Fiscal Year 2026-2027.
