6. Discussion and Background
The City of Orange has a need to install a new water transmission line to improve the reliability of the water system. There are only 3 existing water mains connecting the important business district on the west side of the Santa Ana River to the rest of the water system. These existing river crossings are old and undersized. The new 16” Ductile iron pipe on Orangewood Avenue will greatly enhance the reliability and capability of the water system.
The City of Anaheim proposes to improve and widen segments of Orangewood Avenue in two separate projects:
1. Orangewood Avenue Street Widening Project (Street Project) from State College Boulevard to the Santa Ana River - currently in construction and is expected to be completed in the Spring of 2024.
2. Orangewood Avenue Bridge Widening Project (Bridge Project) from the Santa Ana River to the SR-57 Freeway - currently in design and construction is scheduled to start in the Spring of 2025.
The original cooperative agreement (AGR-6575) was signed on February 13, 2018, outlining each city’s respective roles and responsibilities for the Orangewood Avenue Bridge Widening Improvements and the City of Orange new water transmission main.
Amendment No. 1 includes Bridge Preventative Maintenance Project (BPMP) repair work on the existing Orangewood Avenue Bridge. This new scope of work includes, but is not limited to, joint repair, methacrylate deck treatment, concrete spall repair, and asphalt resurfacing. The costs associated with the BPMP work is estimated to be about $150,000. The City of Anaheim and City of Orange shall each be responsible for 50% of the costs for this new scope of work.
Additionally, Amendment No. 1 specifies Anaheim shall be responsible for all actual expenses incurred by Orange as part of the on-going Project related activities for meetings, project coordination and management, engineering, design, review, plan check, and construction.
Amendment No. 1 reflects the cost increase for the 16” water main construction as part of the Street Project and increased funding obligations based on the latest construction cost estimate for the water main and BPMP work as part of the Bridge Project. The Pipeline Renewal Project account currently has a balance of $2,430,980, and an appropriation of $600,000 is needed to cover the cost in this Amendment. The City of Orange’s funding obligation of $2,782,187 from the original agreement, will be increased by $3,096,673 with this First Amendment for a total funding obligation of $5,878,860.
