6. Discussion and Background
In June 2023, the City Council adopted Resolution No. 11468 to approve the City’s Local Signal Synchronization Plan (LSSP) as part of the Measure M2 Eligibility Process. The LSSP identifies traffic signal synchronization routes including all elements of the Regional (countywide) Signal Synchronization Network located within the City. The Orange County Transportation Authority (OCTA) issued a call for projects for Regional Traffic Signal Synchronization Program (RTSSP) to coordinate traffic signals across jurisdictional boundaries in the county. The City of Orange is coordinating with neighboring agencies on two project funding applications as follows:
1. Kraemer Boulevard/Glassell Street/Grand Avenue (KGG) RTSSP Corridor between Kraemer Boulevard/Lambert Road in the City of Brea and Grand Avenue/Dyer Road in the City of Santa Ana. The project is a collaboration with the City of Brea, City of Placentia, City of Anaheim, City of Santa Ana, and the State of California Department of Transportation. This project will be led and implemented by the City of Santa Ana.
2. Ball Road/Taft Avenue RTSSP Corridor between Ball Road/Knott Avenue in the City of Anaheim and Taft Avenue/Tustin Street in the City of Orange. The project is a collaboration with the City of Anaheim and the State of California Department of Transportation. This project will be led and implemented by the City of Anaheim.
In addition to coordinating signal timing, the RTSSP projects allow agencies to implement traffic signal and communications equipment improvements along the corridor. For both nominated corridors, if selected for funding, the City of Orange will modernize existing traffic signal technology at various signals. Some of these improvements will include new traffic signal controllers and cabinets, fiber optic and wireless radio communications between signals, video vehicle detection, CCTV camera, audible pedestrian push button, and new workstations for the Traffic Management Center. These improvements will help ensure the signals along each corridor can facilitate and operate with optimized synchronized timing.
If awarded, OCTA will fund 80% of all improvements and upgrades to traffic signal infrastructure that otherwise would have been funded entirely by the City. It should be noted that the City of Orange will be a participating city, rather than lead agency, for both nominated corridors. The lead implementing agency for the respective corridors will procure consultant services and manage construction of improvements on behalf of the City of Orange. As a result, the projects are not expected to require significant staffing commitments.
As mentioned above, projects selected for funding will receive Measure M2 funding for 80% of eligible project expenses. The participating agencies are required to provide the balance (20%), in local matching funds. If either nominated project is selected by OCTA for award, a future budget transfer and/or appropriation will be requested. Currently there is sufficient budget already programmed in related projects within the City’s approved Capital Improvement Program that would be available for transfer to fund the City’s 20% project match for both corridors. The estimated costs for Orange’s participation on the nominated corridors are as follows:
1. KGG RTSSP Corridor:
a. Total project cost for Orange’s timing and improvements = $1,350,000
b. Orange’s 20% funding match = $270,000
2. Ball Road/Taft Avenue RTSSP Corridor:
a. Total project cost for Orange’s timing and improvements = $450,000
b. Orange’s 20% funding match = $90,000
By adopting Resolution No. 11496 the City Council requests OCTA allocate funds necessary for the implementation of the Regional Traffic Synchronization Program within each local agency’s jurisdiction. The Resolution will also authorize the Public Works Director to submit synchronization projects for funding consideration under the Comprehensive Transportation Funding Programs
