2.                     Summary

Funding from the Office of Traffic Safety is being provided for the Selective Traffic Enforcement Program grant in the amount of $375,000. The funds will be used for overtime costs associated with DUI checkpoints, saturation patrol, motorcycle safety enforcement, distracted driving, know your limit, bike and pedestrian safety, and special enforcement operations with an emphasis on reducing traffic collisions.

3.                     Recommended Action

1.                     Approve grant agreement no. PT25199 with the State of California Office of Traffic Safety in the amount of $375,000 for the Selective Traffic Enforcement Program grant and authorize the City Manager to execute on behalf of the City.

2.                     Accept into the City’s revenue budget a $375,000 grant from the California Office of Traffic Safety into revenue account number 100.4041.45290.30255, General Fund - OTS STEP Grant FY25.

3.                     Authorize the appropriation of $375,000 into the following Traffic Program expenditure accounts for OTS STEP Grant 24-24 (30255):

4.                     Fiscal Impact

There is no direct fiscal impact to the City. The additional revenue received from the State of California Office of Traffic Safety will fund the expense for this program.

6.                     Discussion and Background

Through grant funding made available to California by the National Highway Traffic Safety Administration (NHTSA), the California Office of Traffic Safety (OTS) grant program provides funds to state and local agencies to eliminate fatalities, injuries, and economic losses resulting from motor vehicle crashes. OTS reviews local, county, and state data to understand what is prompting crashes and has identified priority areas, determined to be effective in reducing motor vehicle crashes, injuries, and fatalities. The priority areas are listed below.

An application for funding was submitted in January 2024, and conditionally approved for the Selective Traffic Enforcement Program (STEP) for Federal Fiscal Year 2024-2025 (FFY 24-25) in the amount of $375,000. The OTS STEP grant is a reimbursable grant and will be used to support the OTS mission to eliminate traffic fatalities and injuries on California roadways. Grant funded enforcement activities for FFY 24-25 include the following.

                     Motorcycle Safety Enforcement

                     Pedestrian and Bicycle Enforcement

                     Street Racing and Sideshow Enforcement

                     Traffic Safety Education Presentations

                     Know Your Limit Campaigns

Grant funds will be used for overtime costs associated with enforcement operations dedicated to stopping and apprehending suspected impaired drivers. Law enforcement personnel will conduct specialized traffic safety education presentations with an effort to reach and inform community members on topics such as distracted driving, DUI, speed, pedestrian and bicycle safety, seatbelts, and child passenger safety. In addition, special patrols will be used to enforce California’s distracted driving laws, speed, aggressive driving, seat belt enforcement, and special enforcement operations encouraging motorcycle safety.

The grant will also provide funding to purchase on-scene DUI checkpoint supplies needed to conduct sobriety checkpoints and preliminary alcohol screening (PAS) devices used to measure breath alcohol content.
