6. Discussion and Background
On-call engineering contracts provide access to specialized services and enable staff to manage significantly more work than otherwise would be possible.
Staff previously solicited proposals using a Request for Qualifications/Proposals process for on-call traffic engineering services to augment the City’s professional traffic engineering capabilities and to provide high quality, timely expertise and support where needed. As a result of that process, ten firms were selected by an evaluation committee to the City’s bench of on-call traffic engineering consultants, including AGA Engineers, Inc. (AGA). AGA has demonstrated expertise in signal timing and other on-call traffic engineering services. The firm currently provides similar services to other public agencies in Orange County.
Through the proposed agreement, AGA will support Traffic Engineering staff by evaluating traffic signal timing requests, including preparing and implementing new signal timing plans at various signalized intersections as needed. Many arterial streets have coordinated signal timing, and any adjustments must be carefully assessed to preserve traffic progression (minimize delays) along the main corridor while addressing individual concerns or requests from the motoring public.
As a full-service traffic engineering firm, AGA may also support staff in other areas beyond traffic signal timing. Examples of other tasks include performing studies related to neighborhood traffic management requests, designing traffic signal and communication system modification plans, developing signing and striping plans, and preparing installation plans for the deployment of miscellaneous minor traffic control devices.
All services under this agreement will be performed on an as-needed, task-by-task basis. The agreement is not to exceed $60,000 and will be funded through Biennial Traffic Signal Coordination (263.5032.56100.16304) and Minor Traffic Control Devices (500.5032.56100.16302). Both accounts already include sufficient funds for this on-call agreement and no appropriation is being requested.
