Staff received a request for permit parking on Olive Street in Permit Parking Opportunity Area #6. The request was processed in accordance with the City’s Neighborhood Permit Parking Program, adequately supported by the affected property owners, and approved by the City Traffic Commission.

6. Discussion and Background
The City’s Neighborhood Permit Parking Program (NPPP) provides a mechanism for protecting residential streets from external parking overflow when certain criteria are satisfied. To streamline the permit parking application process in certain highly parked areas, the City Council established seven Permit Parking Opportunity Areas (PPOA’s). PPOA’s are subject to different criteria and procedures. Specifically, the application fee and parking occupancy study are waived, and the required neighborhood support level is reduced from 75% to 55%.
Opportunity Area #6, in which Olive Street is contained, was created in conjunction with the Old Towne Paid Parking Program, to address the potential of parking demand spillover.
Permit Parking on Olive Street
Staff received a written request to implement permit parking on Olive Street. After reviewing the street and neighborhood, staff confirmed that Olive Street meets the objectives and criteria of the City’s NPPP for permit parking consideration and mailed petitions to affected property owners. The results of the petition process for Olive Street indicate that 76% of property owners are in favor of permit parking, 6% are opposed, and 18% did not respond. Because the property owner support on the street met the 55% stipulated in the NPPP, staff supports, and the City Traffic Commission recommends implementation of permit parking.
If approved, permit parking does not supersede other parking restrictions such as street sweeping. Participation in the permit parking program is voluntary. However, once implemented, any vehicle parking on the street without a permit is subject to citation.
