6. Discussion and Background
Following the retirement of the department’s long-time Assistant Director, the Public Works Department is proposing a reorganization of its management structure by reclassifying two existing positions. This reorganization is meant to streamline the Department’s organizational hierarchy and to lower costs. Currently, the department is led by a Director assisted by an Assistant Director, who are responsible for overseeing its executive functions. Under the proposed changes, the Assistant Director title would be eliminated and replaced with two Deputy Director positions at a lower classification level.
One of the Deputy Director positions will be designated as the City Engineer, who will be responsible for managing the City’s Engineering Division. The second Deputy Director will oversee Field Operations, including the Traffic Division and Field Services, and serve as the City’s traffic engineer.
As the third largest Department in the City, this reorganization aligns a Deputy Director with each of the department’s two main business functions-Engineering Services and Field Operations-providing more focused leadership and enhancing service delivery through improved oversight.
Overall, the proposed changes will result in a more efficient organizational structure and create significant savings to the General Fund and department budget overall.
